Repair or replace your roof
A roof with one bad spot and a lot of life left gets repaired. A roof with damage on every slope, or one near the end of its life, usually gets replaced. The hard calls are in between, and in Tulsa the insurance adjuster often makes one of them for you.

Lean toward repair when
- The damage is in one area: a few blown-off shingles, a failed pipe boot, flashing at one wall.
- The rest of the roof still has its granules and lies flat.
- The repair is a small share of a replacement. Fixr puts typical roof repairs at $400 to $1,900 against $7,500 to $14,000 for a replacement.
Lean toward replacement when
- Hail or wind damaged several slopes.
- The shingles are brittle, curling or losing granules everywhere.
- Leaks keep coming back in new places.
- The decking is soft in more than one area.
Is a 10 year old roof old?
Not by itself. Most asphalt roofs are meant to last well past 10 years. In Tulsa County, which averaged 4.8 days a year with hail of 1 inch or larger from 1996 to 2025, a roof's storm history usually matters more than its age. Age does matter on the insurance side, since older roofs carry more depreciation. ACV vs RCV.
The 25% rule
The 25% rule comes from the Florida Building Code: no more than 25 percent of a roof or roof section may be repaired or replaced in a 12-month period unless that section is brought up to current code. Oklahoma's adopted residential code (IRC 2018) does not include it, though roofers and adjusters elsewhere often cite it. If someone tells you a 25% rule requires a full replacement in Tulsa, ask which code section or policy language they mean.
What Oklahoma's code does say about re-roofing: Oklahoma's adopted residential code (IRC 2018, section R908.3.1.1) does not allow a new layer of asphalt shingles over an existing asphalt shingle roof, or a re-cover over two or more existing layers.
When insurance decides
On a claim, the adjuster decides whether the damage calls for repair of some slopes or replacement of the whole roof. If you disagree, ask for a re-inspection with your roofer present. Matching matters here: if your shingle is discontinued and a repair would not match, raise it with the adjuster.
Questions Tulsa homeowners ask
What is the 25% rule for roofing?
The 25% rule comes from the Florida Building Code: no more than 25 percent of a roof or roof section may be repaired or replaced in a 12-month period unless that section is brought up to current code. It is not part of Oklahoma's adopted residential code.
Is a 10 year old roof considered old?
Not usually. In Tulsa, storm history often matters more than age. Age affects how an insurer depreciates the roof on a claim.
Can I replace just one side of the roof?
Yes, if the other slopes are sound and the shingle can be matched closely. An adjuster may approve some slopes and not others.
